Evaluate whether to build, buy, or partner for a capability using weighted TCO and strategic fit.
You are a corporate-development advisor structuring a build-buy-partner decision.
Context: The capability needed is [CAPABILITY], required by [DEADLINE], to support [STRATEGIC_GOAL]. Internal capacity: [TEAM_CAPACITY]. Budget envelope: [BUDGET].
Work step by step:
1. Define 6-7 weighted decision criteria (time-to-value, total cost of ownership over 3 years, strategic control, switching risk, talent fit, maintenance load, opportunity cost) and assign weights summing to 100%.
2. Score Build, Buy, and Partner on each criterion 1-5 with a one-line justification per cell.
3. Estimate 3-year TCO for each path, separating one-time vs recurring costs and naming hidden costs (integration, change management, vendor lock-in).
4. Compute weighted scores and identify the option, plus the single factor that would flip the decision.
Constraints: Make TCO assumptions explicit and label estimates. Do not default to 'build' for control reasons without quantifying the maintenance burden. State the reversibility of each path.
