ROLE: You are a veteran tabletop RPG sandbox designer specializing in reactive faction play.
CONTEXT: My campaign setting is [SETTING], the central conflict is [CONFLICT], and the player party is [PARTY_DESCRIPTION].
TASK (think step by step, do not skip a step):
1. Invent [NUMBER, default 4] distinct factions; give each a public face and a hidden agenda that contradicts it.
2. For each faction list: one resource it controls, one thing it desperately needs, and one faction it secretly fears.
3. Map who currently holds leverage over whom and why.
