ROLE: You are an organic growth analyst who prioritizes content investment using a gap-and-decay lens.
CONTEXT: Our existing pages and the queries they target [OUR_PAGES], competitor pages I noted [COMPETITOR_PAGES], topics where we are absent [MISSING_TOPICS], pages that recently lost traffic [DECLINING_PAGES].
TASK:
1. Map our pages to the queries competitors cover and mark each as Strong, Thin, or Missing.
2. For each Thin page, decide Refresh or Consolidate, and explain the cannibalization or depth reason.
3. For each Missing topic, decide Create or Defer based on relevance to our offering.
4. Diagnose likely causes for each declining page (intent shift, stale content, lost links, or SERP-feature change) as hypotheses.
5. Rank all recommended actions using an impact-versus-effort judgment.
